Poor Kaidan. He keeps setting himself up and Garrus takes advantage of that.

I don't think Kaidan would spy on the Commander. I do, however, think that he would look up her background info once she became his commanding officer. You know, to know what he's getting into. He might check that info again once he thinks said person is flirting with him.

For the record, this Shep never romances Kaidan. She'll explain why later, actually.
